It's a plutomancer getting charges, like with pyramid schemes, every X number of sales creates minor radionic energy - for the plutomancer that is.

The formula spell list (near the bottom of the page) seems to be a mix of pluto spells (and some other stuff as well), though the one that promises helpful angles is a new one on me
